I have a modem cisco 3010 and my internet works when i plug in the ethernet directly to my computer from my modem. We are still here with other steps to fix the router.

Belkin router orange light solid. The router is starting booting up. Once you have a solid light you can start the setup process for belkin router. Solid blue green white. Either the modem is off is not plugged into the router or is unresponsive. But sadly if you are still getting blinking orange light on your belkin router. The router is connected to the internet.
